Such a targeting restriction makes the RAF's efforts even less effective. But to be honest I don't believe the RAF at this point in time could avoid hitting French cities and towns even if they wanted to. The problem for them is that night navigation makes finding anything not on the coast or by a distinctive river/lake very difficult if a blackout is in force. On this scale of difficulty targets near towns/cities are a lot easier to locate than isolated targets out in the countryside, which are almost impossible. So if the RAF wants to hit anything at all, then it has to pick targets close population centers. Then we get the problem of bombing accuracy.

There is some good news, in that AAA would be pretty light, so the bombers could go in very low once they had found a target,
