I found an interesting suggestion regarding why American policy regarding lend lease was so weakly managed here. Essentially the suggestion is that the destruction of files during the evacuation of the American Embassy resulted in the systematic underestimation of Russian industrial strength and concordant willingness to give additional support.

Thoughts? Clearly in FFO the evacuation and destruction of documents will not occur, so the American Embassy in Moscow can continue to give useful and accurate advice to Washington. I'd say this was a powerful additional driver for reduced Lend Lease here, which cannot be disregarded.
