Look at it this way. In FFO the Alliance is far different than OTL. You have a far stronger RN than historical and the MN is an active member and concern. Yes I see King going from Commander Atlantic fleet to commander US fleet but not CNO ( I believe he was the first admiral to hold both positions in the USN ). The driver to send Stark to Europe is far different in FFO than OTL, imho. The need for someone in the CNO position who can work with the Allies is needed far more than an SOB who needs to make the hard decissions while the USN gets up to speed and the RN rebuilds.
