Actually we have to estimate what the feeling of the French cabinet is in FFO and what the Allies from Norway, Poland etc. feel as well as France in FFO seems to have become there voice as it were. As for LL, historically both Britain and the US sent a delegation over to Russia to assess what LL Russia would need. In FFO I feel a French member of the Delegation would also be sent. As adding Russia into LL will directly effect all the other Allies and what they are getting they were all given a say by the US and that will be the same in FFO. Also with less of a , there going to lose if we don't help attitude in FFO the urgency to decide is off ( they still took almost 4 months to decide and FDR had to break the deadlock ). Also priorities are a lot different in FFO then historical, aviation gas been needed more than ever in FFO for example. Also for those who were not aware, Yes the US did over the course of the war give Russia almost 12 Billion in loans but Canada gave almost 3 billion and depending on the text , England gave another 5 to 8 billion. They will have a say in what ever is sent over. Also, raw materials other than maybe food will be at least a year from being sent, finished good could be allocated as well but will have to go through the production board in FFO like all other LL requests. FDR will not be able to give Russia a free ride in FFO like oTL. Lastly it will take at least a year for Machine tools to arrive in Russia so she'll have to make do with what she has ( historically the US wasn't at war so the machine tool orders were put through before Dec 7th. ).
Then there is the factor of how to get this to Russia. As the shipping dynamic in FFO is more towards the Med. then having a Murmansk convoy is very unlikely in 1942, The Persian Gulf ports will have to be upgraded and Vladivostok is not an option due to the war with Japan other than with Russian owned/Flagged ships. As for the Black Sea, I cannot see how it can be used, With Romania, Bulgaria and Greece near the Bosporus all in Axis hands it would be suicide to take a convoy through there, imho.
