Phillips already lost to aircraft CV Formidable (which is was very robust CV) the day before and got 2 BB (Rodney and Malaya) damaged. PoW took 13 bombs and 2 torpedoes (!) in the morning (in addition to the night damage). It's speed was down to 12 knots, which would be considered dangerous for the ship in case of any threat (surface, aircraft, submarine). Moreover, the RAF Beaufort have sunk the Fuso and hit the Yamashiro again in the morning.

So, definitively no, the Japanese will not recover 100% of the documents and material. And they will not be able to make use of 100% of what information they will recover. And they will not put into practice 100% of what they learnt.
