As for the West Indies what were the OTL drivers behind the failure? What in APOD changes? If no change then I'd say sorry, but no Dominion.

Another point to consider is the friction their not gaining Dominion status brings post war - having all the colonies go Dominion is "Best Case" for the Empire - having some colonies not get it (or getting it, but having "teething troubles" like India will) adds an air of realism and avoids accusations of shamless Empirewankery.
