If that's Christopher Bell, the historian who's written on the RN between the wars, then I took a class or two under him back when I first started.  
You are a lucky man and I an rather envious. Yes indeedy, that's him. 

I like his approach, which has cast some fresh light on things, while I also believe it's too limited to show the overall picture - I do not think anyone has done that yet. Bell clearly illustrates one facet based on the various Far East War Plans contained in the memoranda (and their updates) and hopefully this will re-open the discussion and expand it.

What's clear to me from Archival research etc is that it was part of a much larger concept.

heh - it's fun to say things to visitors like: 
'Q. Of the top ten most poisonous snakes in the world, how many live in Australia?
A. All of them.'

of course it's like anything else, it's not really an issue. You just learn how to avoid them. And aside from sharks and saltwater crocs there nothing here that will eat you. Where as you guys have freaking bears!
