The answer may be "yes, the circumstances have changed. We have finally lost the delusion that the Russians will come en masse over those mountains.

Recruiting ground - there are lots of tough people to chose from the 350 million in India.

I'm not quite sure, but I would not be surprised this being the first such event. And dumping ex-service men would be exactly what the British will do with the Shan and Karen in Burma.
Those already serving can live out their retirement in India. And there can be trans-border recruitment, no problem.

My proposal of spinning off the NWP and Baluchistan is to weaken the Two Nation proposal, IMO catastrophic for India. The NWP tribals are Afgans for all intents and purposes as far as I am concerned, the border being absolutely artificial. IMO no problem to spin this as "a mistake corrected", or "self determination of nations" or some other nice sounding propaganda piece.

Just throwing ideas around.
